Description
The implementation of gender mainstreaming for the promotion of equal opportunities in the labour market is a declared objective in European labour policy. Qualification and guidance programmes increasingly require the integration of an explicit gender mainstreaming dimension in the design of their projects and in vocational qualification and guidance measures. There is also a considerable lack of specific training methods and materials building balanced relationships between women and men. Furthermore, EU candidate countries need to adapt their vocational guidance and qualification systems, whereas at the same time, they can contribute their experience in providing equal opportunities for women and men.
The project created a network promoting the European dimension and co-operation in the assessment of gender mainstreaming strategies, methods and materials to act as a valuable platform for vocational qualification and guidance organisations, counsellors and for other actors in this field at national and transnational levels. The network:
- Established a structure of core partners, permanent relay partners, occasional correspondents and expert institutions. The aim is to facilitate the collection, analysis and exchange of best practise in gender mainstreaming approach, to integrate the EU candidate countries into this process, to benefit from the partners participation in other networks or co-operation agreements, to assemble and build on European expertise and innovatory gender mainstreaming approaches
- Surveyed gender mainstreaming approaches in completed and current LdV, ESF and other Community funded projects and in national practice (National Employment Plans etc.) in order to assess the levels of gender specific design of vocational qualification and guidance materials and methods
- Identified themes of interest focusing on the most innovative and/or efficient gender sensitive projects, materials or methods, indicate areas with deficits and necessity for future development and anticipate trends and skills requirements
- Evaluated and validated innovatory practise/projects in order to extend the application possibilities of projects, materials or methods with innovative gender mainstreaming approach, e.g. for other target groups, other learning contents etc.
- Created an ICT platform to facilitate, at the widest European level, the access to network contents, to include other contributions into the development by allowing experts, practitioners, researchers and trainers to exchange ideas, developments and practise, to facilitate on-line discussions and to enable flexible reactions on new situations
- Disseminated the activities and results in order to ensure a sustainable impact of the network activities and results at the widest European level and to promote the co-operation with other regional or European networks focusing on gender mainstreaming
The composition of the multi-actor partnership reflected the various activities and objectives. The network consisted of 15 partners which were grouped, apart from their responsibilities (core partner, permanent relay partner, expert institution etc.) in the following way:
- Vocational guidance and qualification institutions integrating gender mainstreaming aspects into development and design of labour market oriented measures, thus acting as "practitioners for practitioners"
- Partners providing a bridge to other European vocational guidance and qualification networks
- Labour market administrations from selected EU preaccession countries which will act as multipliers and contact points to guidance and training institutions in their respective country
- Research institutions and social policy administrations which will be monitor the network in scientific and political context
