News: European Lifelong Learning programmes (LLP) (2007-2013)

Further information is now available about the new Lifelong Learning programme from the European Commission.  The new programme has 4 sectors:

  • Comenius – School Based Education to the age of 18

  • Erasmus – University Education

  • Leonardo Da Vinci – Vocational Training

  • Grundtvig - Adult Education

The call for proposals for these programmes has now been made and the development of guidance counselling within the different sectors is a key element of the programmes.
For example, within the Leonardo programme funding is available for mobility programmes for guidance counsellors.  Funding is also available for multilateral projects to transfer innovative developments and adapt them in different countries and also for the development of new innovative activities.  Further information is available from www.leonardo.org.uk and the closing date for Leonardo applications is 31 March.  Application forms will be available in the near future.


Romania and Bulgaria join the EU

Romania and Bulgaria will joined the EU on 1st January 2007. This brings a further 30 million people to the European Union which is now a Union of almost half a billion citizens. This is the fifth enlargement of the European Union.

It has recently been announced that nationals of Romania and Bulgaria will not have full access to the UK job market for a transitional period. 19750 low skilled workers from Bulgaria and Romania will be allowed to enter the United Kingdom. In the first instance these jobs will be in food processing and agriculture. These are numbers which will replace current quota schemes. Romanian and Bulgarian workers with specialist skills that are needed will be able to come to the UK to do jobs that can’t be filled by UK workers. This is already the case and 1,740 came to the UK on this basis last year. These arrangements will be reviewed on an annual basis. People from Romania and Bulgaria will have the right to come to the UK to set up in business as a self employed person. Romanian and Bulgarian students studying in the UK will continue to be able to work part time as long as they are enrolled at an approved college.
At this stage no decision has been made about the rights of access UK nationals will have to the Romanian and Bulgarian labour markets.
